Abstract
Atmospheric water—whether in the form of vapor, clouds, or
hydrometeors (liquid droplets or ice crystals)—is an essential link in the hydrological cycle. A subject of study in meteorology, hydrology, philosophy, and even theology, it spans disciplines yet has not found its place in public international law. This panel traces its gradual emergence in the modern sciences and examines the reasons for its persistent invisibility in law.
