Abstract

Crisis management has become a common approach to managing organizational complexity, even without a specific triggering event or threat preceding it. This reliance on crisis management to coordinate increasingly complex and uncertain systems is not without consequences for the day-to-day operations of organizations and the government. Under what conditions is this regular reliance on crisis management sustainable? What are the alternatives to this approach to collective action in a hyper-organized context?
